Lee Lauds Supreme Court’s TRO, Renews Call for Enhanced UHC Benefits
Lee Lauds Supreme Court’s TRO, Renews Call for Enhanced UHC Benefits Cong. Manoy Wilbert “Wise” Lee welcomed the Supreme Court’s issuance of a Temporary Restraining Order (TRO) on the transfer of PhilHealth funds to the National Treasury, signaling a potential win for expanded healthcare benefits. Lee has long been at the forefront of pushing for reforms to maximize PhilHealth’s resources for Filipinos’ welfare. “This TRO means more funds can go toward the radical expansion of benefits we’ve been advocating for,” Lee remarked. He reiterated his proposals under House Bill No. 10995, which include lowering premium contributions, periodic reviews of benefit packages, and suspending increases during emergencies. Lee’s health advocacy has yielded significant wins, such as the February 14 PhilHealth benefit expansion. These achievements include increased breast cancer treatment coverage, improved hemodialysis sessions, and reduced out-of-pocket expenses for thousands of families. “Bawat araw ay marami tayong kababayan ang hindi makabili ng gamot o makapagpa-checkup. Karapatan nila ito na dapat ipagkaloob ng gobyerno,” Lee asserted. His call for universal healthcare echoes his trademark slogan: “Gamot Mo, Sagot Ko!” Lee vowed to continue his fight for comprehensive healthcare reforms, emphasizing that health is a right, not a privilege. “Ang gamot at pagpapagamot ng bawat Pilipino, sagot na dapat ng gobyerno. Yan ang ating ipinaglalaban,” he concluded. #HealthIsARight #UHCReforms #WiseAdvocacy Healthcare Policy Previous Post Latest Posts 14 Nov 2024 Lee Lauds Supreme Court’s TRO, Renews Call for Enhanced UHC Benefits 13 Nov 2024 PhilHealth Benefit Expansion: Lee Advocates Improvements in UHC Law 12 Nov 2024 Lee Files Measure To Simplify Processes In Availing Gov't Services, Hasten Emergency Response Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News
PhilHealth Benefit Expansion: Lee Advocates Improvements in UHC Law
PhilHealth Benefit Expansion: Lee Advocates Improvements in UHC Law Cong. Manoy Wilbert “Wise” Lee, a staunch health advocate, is doubling down on his efforts to expand PhilHealth benefits through strategic amendments to the Universal Healthcare (UHC) Act. Lee’s House Bill No. 10995 proposes bold reforms to ensure Filipinos get better healthcare coverage without bearing the brunt of rising contributions. Lee cited the challenges facing UHC implementation, including inadequate reviews of benefit packages and fund management inefficiencies. “Napakaraming pera ng PhilHealth, dapat ilaan ito di lang sa pagpapalawak ng mga benepisyo kundi pati na rin sa pagpapababa ng kontribusyon,” Lee asserted, highlighting his push for reduced premiums and better coverage. The Bicolano lawmaker has also championed life-saving measures like the free provision of diagnostic scans, prescription glasses, and expanded cancer and heart procedure coverage. Earlier this year, Lee celebrated the 30% increase in PhilHealth benefits, including a dramatic rise in breast cancer treatment coverage from P100,000 to P1.4 million and expanded hemodialysis sessions from 90 to 156 annually with a coverage of P6,350 per session from P2,000. “Our people deserve more than incremental improvements. They deserve bold actions that will lift the burden of medical costs off their shoulders,” Lee said, renewing his commitment to improving healthcare accessibility for all Filipinos. #PhilHealthReforms #GamotMoSagotKo #WiseMoves Healthcare Policy Previous Post Latest Posts 13 Nov 2024 PhilHealth Benefit Expansion: Lee Advocates Improvements in UHC Law 12 Nov 2024 Lee Files Measure To Simplify Processes In Availing Gov't Services, Hasten Emergency Response 11 Nov 2024 Lee Pushes for UHC Act Amendments to Ease Filipinos’ Healthcare Burdens Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News
Lee Files Measure To Simplify Processes In Availing Gov’t Services, Hasten Emergency Response
Lee Files Measure To Simplify Processes In Availing Gov’t Services, Hasten Emergency Response “Tulungan ang taumbayan, hindi pahirapan!” This was the statement of Manoy Wilbert “Wise” Lee as he filed House Resolution No. 2051 in calling government agencies to streamline, simplify, and liberalize requirements and processes in government services which continue to burden Filipinos. This comes amid the onslaught of natural calamities in the country which requires speedy delivery of services to afflicted Filipinos. “Hindi makatarungan na kung nasalanta ka na nga at nasira ang lahat ng iyong kabuhayan at ari-arian, kilo-kilometro pa ang requirements o kaya naman ay parang kailangan pang magmakaawa o lumuhod sa mga nasa katungkulan para lang makahingi ng tulong,” he said. The Bicolano lawmaker’s measure underscores the existence of Republic Act (RA) No. 9485 or the “Anti-Red Tape Act of 2007” and RA 11032 or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018” which should be effectively implemented. “Even with the enactment of these laws and their related regulations, persistent issues and challenges such as excessive paperwork, long hours of application process, burdensome submission of unnecessary requirements, and insufficient technological integration continue to obstruct efficient delivery of services of various government programs and services,” Lee remarked. The solon from Bicol further highlighted that tedious processes could cultivate corruption in agencies, saying “there’s an urgent need for decisive and radical action to effectively simplify and liberalize government processes, and weed out red tape and corruption in agencies.” As a staunch health advocate, Lee stressed that the same tedious processes continue to hound sick Filipinos who lack access to healthcare services. “Kapag nagkakasakit ang marami nating kababayan, dahil sa mahal ng gastusin at pahirapan bago makatanggap ng medical assistance, pinipili na lang nilang maratay sa bahay kaya mas lumalala ang karamdaman o pinipili na lang na hintayin ang oras nila. Hindi ito deserve ng Pilipino. Dapat ang gamot at pagpapagamot ng Pilipino, sagot ng gobyerno! Gamot Mo, Sagot Ko!” Lee said. “Ang gobyerno, hindi dapat pabigat sa taumbayan. Ang serbisyo, dapat ora-mismo, hindi nakakaperwisyo pa sa Pilipino. Ang pera ng gobyerno ay pera ng taumbayan kaya walang rason na di maibigay sa Pilipino ang nararapat na serbisyo,” he added. It can be recalled that during the last House Plenary Debates on the DOH 2025 Budget on September 25, Lee secured commitments from the Department of Health (DOH) and Philippine Health Insurance Corporation (PhilHealth) to lower the out-of-pocket medical expenses of Filipinos and expand health benefits. Among the commitments Lee secured include free Positron Emission Tomography (PET) scan, Computed Tomography (CT) scan, Magnetic Resonance Imaging (MRI) and other diagnostic tests as part of outpatient services and at least 80% coverage for cancer treatments such as chemotherapy and procedures for heart diseases not later than December 31, 2024, free optometric services and free eye care, and another 50% increase in PhilHealth benefits this November. Lee also successfully fought for the 30% increase in PhilHealth benefits which was implemented last February 14. These include increasing the PhilHealth benefit package for hemodialysis from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as the increase in breast cancer treatment coverage from P100,000 to P1.4M. Lee Pushes for UHC Act Amendments to Ease Filipinos’ Healthcare Burdens
Lee Pushes for UHC Act Amendments to Ease Filipinos’ Healthcare Burdens “Gamot at pagpapagamot ng Pilipino, dapat sagot ng gobyerno!” This was the rallying cry of Cong. Manoy Wilbert “Wise” Lee as he called for urgent amendments to the Universal Healthcare (UHC) Act, aiming to deliver more comprehensive PhilHealth benefits and reduce the financial burden of member contributions. House Bill No. 10995, filed by Lee, seeks to address the gaps in the UHC Act, including the lack of periodic reviews of benefit packages, inefficiencies in fund management, and the impact of public health emergencies. “The UHC law promised a lot, but Filipinos still face the same fears of illness driving them to debt or poverty. Strengthening this law is crucial to reduce their health burdens,” Lee emphasized. A key feature of the proposed measure is a directive for the Health Technology Assessment Council to periodically review PhilHealth benefit packages. Additionally, the bill proposes reducing the mandatory premium contributions for 2024 and 2025, deviating from the current law’s 5% rate to 4% and 4.25%, respectively. Lee also highlighted the importance of empowering the President to suspend premium hikes during national or public health emergencies. “This measure ensures that the Filipino people won’t bear additional burdens during crises,” he said, underscoring his commitment to pushing for the bill’s swift approval. #UHCAmendments #WiseLeadership #HealthcareForAll Healthcare Policy Previous PostNext Post Latest Posts 12 Nov 2024 Lee Files Measure To Simplify Processes In Availing Gov't Services, Hasten Emergency Response 10 Nov 2024 Cong. Cong. Manoy Wilbert “Wise” Lee Secures Major Gains to achieve Free Health Services for Filipinos
Cong. Manoy Wilbert “Wise” Lee Secures Major Gains to achieve Free Health Services for Filipinos In a landmark step forward for healthcare, Cong. Manoy Wilbert “Wise” Lee’s efforts have secured a suite of expanded health benefits under PhilHealth, set to begin rolling out by the end of this year. Lee’s advocacy for accessible healthcare has led to new commitments for free diagnostic services, expanded cancer and heart disease treatment, and prescription glasses for both adults and children. The enhancements are part of a broader vision Lee has championed, aiming to bring healthcare directly to the Filipino people. Among these secured benefits are free Positron Emission Tomography (PET) scans, Computed Tomography (CT) scans, and Magnetic Resonance Imaging (MRI) scans as part of PhilHealth’s outpatient services. Cancer treatments like chemotherapy, as well as procedures for heart disease, will soon have up to 80% coverage. Starting this November, Filipinos can also expect an across-the-board 50% increase in PhilHealth benefits, alongside free prescription glasses. Lee’s previous efforts led to a 30% increase in PhilHealth benefits in February, boosting support for hemodialysis and breast cancer treatments. His dedication reflects a lifelong commitment to helping Filipinos access affordable health services, with this latest batch of reforms promising to ease the financial strain on countless families. He firmly believes that healthcare should not be a burden, but a right that every citizen can rely on. As he continues advocating for free healthcare through his “Gamot Mo, Sagot Ko” campaign, Lee remains focused on his mission to ensure government funds are directed toward life-saving services that bring relief and security to the public. #FreeHealthcare #ExpandedBenefits #WiseInitiative #HealthcareForAll #GamotMoSagotKo Healthcare Policy Previous Post Latest Posts 10 Nov 2024 Cong. Cong. Manoy Wilbert “Wise” Lee Calls for Expanded PhilHealth Benefits Amid Supreme Court TRO
Cong. Manoy Wilbert “Wise” Lee Calls for Expanded PhilHealth Benefits Amid Supreme Court TRO Following a Supreme Court decision to halt PhilHealth’s fund transfers, Cong. Manoy Wilbert “Wise” Lee is pushing for immediate improvements in PhilHealth’s services. Lee has argued that the agency’s funds should remain focused on expanding health benefits for Filipinos rather than diverted to non-health projects. “Naninindigan po tayo na ang pondo para sa kalusugan ay hindi dapat gamitin sa mga programang hindi kasinghalaga ng kalusugan ng mga Pilipino,” he stated. The Department of Finance’s recent order resulted in P60 billion being moved from PhilHealth to the Treasury earlier this year, triggering widespread concern. Lee argues that the excess funds from PhilHealth could be better used to enhance the agency’s services, reduce membership contributions for lower-income earners, or provide immediate healthcare benefits. His advocacy is based on a core principle: health funds should serve health needs first. Lee suggested that if the government truly requires funds, they should seek them from other GOCCs that have surplus funds and are not tasked with delivering essential social services. “Imbes na sa PhilHealth bumawas ng pondo, kunin na lang sa iba pang GOCCs na may excess funds,” he said, noting that healthcare must be the priority. His commitment includes ensuring that PhilHealth benefits are strengthened and expanded as soon as possible. These funds, he argued, could jumpstart several health reforms Lee secured in recent legislative debates. By December 2024, he envisions expanded access to diagnostics, cancer treatments, and other critical services. His goal is clear: use PhilHealth’s resources to support Filipinos facing serious health challenges rather than meet broader fiscal needs. #HealthFirst #PhilHealthFunds #WiseLeadership #HealthAdvocate #CongressionalWatch Healthcare Policy Previous Post Latest Posts 09 Nov 2024 Cong. Supreme Court Welcomes SC Decision to Stop PhilHealth Fund Transfer
Supreme Court Welcomes SC Decision to Stop PhilHealth Fund Transfer Cong. Manoy Wilbert “Wise” Lee is elated over the Supreme Court’s recent issuance of Temporary Restraining Order (TRO), halting the transfer of PhilHealth’s excess funds to the National Treasury. Lee has passionately opposed the said transfer, advocating for PhilHealth funds to be strictly utilized for healthcare, reinforcing his call that “Ang pondo para sa kalusugan, gamitin para sa kalusugan!” (“Funds for health should be used for health!”). The TRO immediately blocked the intended transfer of P29.9 billion to the Treasury this November. This comes after the Department of Finance (DOF) transferred an initial P60 billion earlier this year under its Circular No. 003-2024 ordering the transfer of P89.9 billion excess funds. According to Lee, these billions could be directed to urgently needed health services for Filipinos instead of being channeled elsewhere. “Natutuwa po tayo sa desisyon na ito ng Korte Suprema na pagpapahinto sa paglipat ng pondo ng PhilHealth,” Lee stated, underscoring his relief at the ruling. He emphasized that PhilHealth’s surplus funds should be directed toward immediate healthcare improvements, particularly for underserved communities. Lee’s vocal stance on the issue began last year when he exposed the surplus, demanding that PhilHealth funds be used to improve essential health benefits rather than redirected for non-health purposes. Currently, Lee is providing relief efforts to communities in Bicol and other areas devastated by severe tropical storm Kristine, demonstrating his commitment to supporting Filipinos on multiple fronts. His efforts to protect PhilHealth funds reflect a broader mission to enhance healthcare access, reduce financial strain on Filipino families, and ensure government resources prioritize public health. #WiseHealth #HealthFunds #PhilHealth #TRO #HealthIsWealth Healthcare Policy Previous Post Latest Posts 08 Nov 2024 Supreme Court Welcomes SC Decision to Stop PhilHealth Fund Transfer 07 Nov 2024 Lee Blasts DOH For Failure To Submit Comprehensive Plan To Lower Out-Of-Pocket Medical Costs 06 Nov 2024 Cong. Cong. Manoy Wilbert Lee Secures Free Prescription Glasses in PhilHealth Package, Ensuring Eye Care for All
Cong. Manoy Wilbert Lee Secures Free Prescription Glasses in PhilHealth Package, Ensuring Eye Care for All After tirelessly advocating for free eye care, Cong. Manoy Wilbert “Wise” Lee applauded PhilHealth’s announcement that millions of Filipinos will soon have access to free prescription glasses and optometric services starting in November. This initiative, achieved through Lee’s efforts in collaboration with DOH Secretary Ted Herbosa and PhilHealth CEO Emmanuel Ledesma Jr., ensures that eye care reaches even the most financially vulnerable communities. This new service supports Lee’s goal of achieving affordable healthcare for all under the Universal Health Care Law. Lee, who is leading relief operations in Bicol for communities affected by Tropical Storm Kristine, highlighted the critical role that clear vision plays in enhancing productivity and quality of life. For many Filipinos, the high cost of eye check-ups and prescription glasses has been a burden. “Malaking tulong ito lalo na sa mahihirap nating kababayan na tinitiis na lang ang malabong paningin,” he said, stressing the benefits this initiative brings to families in need. Lee’s broader healthcare commitments include free diagnostic tests, expanded cancer treatment coverage, and a 50% increase in PhilHealth benefits—all set for implementation by year-end. “Laban natin itong lahat!” Lee declared, pledging to monitor DOH and PhilHealth to ensure these health services are delivered promptly. His advocacy continues to bridge healthcare gaps for millions across the nation, underscoring his dedication to a healthier Philippines. #FreeEyeCare #HealthcareForFilipinos #WilbertLeeHealthAdvocacy #AGRIForChange Healthcare Policy Previous PostNext Post Latest Posts 08 Nov 2024 Supreme Court Welcomes SC Decision to Stop PhilHealth Fund Transfer 07 Nov 2024 Cong. Lee Blasts DOH For Failure To Submit Comprehensive Plan To Lower Out-Of-Pocket Medical Costs
Lee Blasts DOH For Failure To Submit Comprehensive Plan To Lower Out-Of-Pocket Medical Costs Manoy Wilbert “Wise” Lee slammed the Department of Health (DOH) for being unable to provide a detailed and comprehensive plan to lower out-of-pocket expenses of Filipinos on healthcare which Secretary Ted Herbosa committed to submit by October 31, 2024 during the House deliberations of the 2025 National Budget. The said plan must include a comprehensive report on medicines and vaccines, ensuring availability of drugs and medicines in the DOH retained and specialty hospital starting fourth quarter of this year, and establishment of a monitoring system to ensure compliance and provide quarterly reports to the House Committee on Health and Committee on Appropriations. Further, Lee asked for a definite timeline in acquiring medical equipment for public hospitals. Lee wrote letters addressed to the Health Secretary reminding the agency of the said commitments, primarily the plan to reduce Filipino spending on hospitalization costs and health services. Nonetheless, as of writing, the said plan has not been submitted by DOH without any explanation on the delay. “Kailangan ng komprehensibong plano na pundasyon ng epektibong pagpapatupad ng hinihingi nating mga dagdag na mga benepisyo. Hindi pwedeng daanin na naman tayo sa pandidribble at tingi-tinging mga serbisyo,” he said. Lee further stated the other commitments nearing its deadline such as 50% across-the-board PhilHealth benefit increases and free pediatrics and adult prescription glasses that must be implemented this November. “Nakita na natin ang pag-usad sa dapat na implementasyon ng libreng check-up sa mata at pagpapagawa ng salamin ng PhilHealth. Naghihintay tayo para sa napagkasunduang 50% na dagdag na mga benepisyo na dapat na ring ipatupad ng DOH at PhilHealth ngayong buwan,” the solon from Bicol said. Apart from the mentioned commitments, it can be recalled that during the last House Plenary Debates on the DOH 2025 Budget on September 25, Lee secured other commitments such as free Positron Emission Tomography (PET) scan, Computed Tomography (CT) scan, Magnetic Resonance Imaging (MRI) and other diagnostic tests as part of outpatient services, and at least 80% coverage for cancer treatments such as chemotherapy and procedures for heart diseases not later than December 31, 2024. A staunch health advocate, the solon from Bicol successfully fought for the 30% increase in PhilHealth benefits which was implemented last February 14. These include increasing the PhilHealth benefit package for hemodialysis from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as the increase in breast cancer treatment coverage from P100,000 to P1.4M. Cong. Manoy Wilbert Lee’s Push for Free Optometric Services to Benefit 40M Filipinos
Cong. Manoy Wilbert Lee’s Push for Free Optometric Services to Benefit 40M Filipinos Cong. Manoy Wilbert “Wise” Lee celebrated a breakthrough in healthcare accessibility as PhilHealth prepares to roll out free prescription glasses and optometric services in November. This initiative fulfills Lee’s commitment to securing essential health benefits for Filipinos, especially those unable to afford eye care. IPAO President Dr. John Nakpil noted that Lee’s efforts, along with DOH and PhilHealth’s support, led to the formation of a technical working group to create implementation guidelines for these benefits. The Bicolano lawmaker underscored the profound impact of this change, which promises a brighter future for millions. “Magbibigay liwanag ito hindi lang sa paningin, kundi pati na sa pang-araw-araw na pamumuhay,” he remarked, recognizing that good vision contributes to productivity and quality of life. Lee has consistently advocated for greater healthcare accessibility, with optometric services forming a crucial part of his broader vision for Universal Health Care. Additional services included in Lee’s health advocacy package with DOH and PhilHealth are free diagnostic tests such as MRI, CT, and PET scans by December 2024, along with 80% coverage for cancer treatments. “Patuloy po nating bantayan ang pagtupad ng DOH at PhilHealth sa mga ipinangako nilang serbisyong pangkalusugan,” Lee stated, vowing to ensure these commitments are fulfilled for the betterment of all Filipinos. #VisionCarePH #WilbertLeeForHealth #HealthcareAccessibility #AGRIForThePeople Healthcare Access and Equity Previous PostNext Post Latest Posts 08 Nov 2024 Cong.
