PhilHealth Reforms: How Manoy Wilbert “Wise” Lee Redefined Healthcare in 2024

PhilHealth Reforms: How Manoy Wilbert “Wise” Lee Redefined Healthcare in 2024 In 2024, Manoy Wilbert “Wise” Lee solidified his reputation as one of the nation’s most dedicated healthcare advocates. From uncovering billions in unused PhilHealth funds to implementing sweeping reforms, Lee’s efforts have brought tangible benefits to millions of Filipinos. As the year closes, his campaign for better healthcare services stands as a testament to his commitment to public service. The Turning Point: Exposing PhilHealth’s Unused Funds Lee’s crusade for healthcare reform gained national attention in September 2023, when he revealed that PhilHealth had failed to utilize billions of pesos in funds. This revelation underscored the inefficiencies within the state health insurer and sparked a nationwide outcry for change. Lee wasted no time in using this momentum to demand reforms, holding PhilHealth and the Department of Health (DOH) accountable. By February 2024, Lee’s persistent advocacy led to the first major outcome: a 30% increase in PhilHealth benefits. This adjustment, which marked the end of over a decade of stagnation, was a pivotal step toward addressing the financial challenges faced by millions of Filipinos. Expanding Benefits: Milestones in Healthcare Access Throughout 2024, Lee continued to push for more extensive PhilHealth coverage, achieving several significant milestones. Among these were free dialysis treatments and a dramatic increase in breast cancer treatment benefits, from ₱100,000 to ₱1.4 million. These changes have been life-changing for many Filipinos, offering them access to treatments that were previously out of reach. Lee also played a key role in advocating for additional benefits, including free eye checkups, cataract extractions, and prescription glasses. He successfully pushed for a 50% increase in benefits for outpatient emergency care services and kidney transplants, reflecting his unwavering commitment to providing equitable healthcare. “Marami na tayong napagtagumpayan ngunit hindi po dito natatapos ang ating paniningil at pangangalampag sa Department of Health at PhilHealth,” Lee remarked. His slogan, “Gamot Mo, Sagot Ko,” remains at the heart of his advocacy, emphasizing his goal of ensuring free medicines and treatment for all Filipinos. The Challenges Ahead While 2024 marked significant progress, Lee acknowledges that much work remains to be done. Among his ongoing demands are free diagnostic tests such as CT scans and MRIs, increased coverage for cancer treatments, and comprehensive plans to reduce out-of-pocket medical expenses. These measures, he argues, are essential to building a healthcare system that serves all Filipinos, regardless of their financial status. Lee also continues to call for greater accountability within PhilHealth and the DOH. “Make it your New Year’s Resolution to not repeat the same mistake of not using the billions of funds for healthcare benefits,” he urged. His focus on maximizing the use of public funds highlights his determination to prevent a repeat of past inefficiencies. A Broader Impact: Addressing Inequality in Healthcare For Lee, healthcare reform is not just about policy—it’s about addressing the inequities that prevent millions of Filipinos from accessing the care they need. His efforts have been particularly impactful for vulnerable sectors, including low-income families and senior citizens, who often bear the brunt of healthcare costs. Lee’s achievements in 2024 reflect his broader vision for a healthcare system that prioritizes the needs of the people. By championing policies that directly address the struggles of ordinary Filipinos, he has helped bring the nation closer to realizing the promise of universal healthcare. Looking Forward: Sustaining Momentum in 2025 As the nation looks ahead to 2025, Lee remains committed to building on the successes of the past year. He continues to push for additional reforms, ensuring that healthcare services evolve to meet the needs of the population. His message is clear: the fight for better healthcare is far from over. “Sa patuloy po ninyong tiwala at pakikipagtulungan, marami pa tayong mapagtatagumpayan sa mga susunod na taon,” Lee said, expressing hope for continued progress. His optimism, coupled with his unwavering resolve, offers a sense of hope for millions of Filipinos who dream of a more equitable healthcare system. Empowering the Nation Lee’s work in 2024 has demonstrated that meaningful change is possible when leaders prioritize the welfare of the people. His advocacy for healthcare reform has not only brought tangible benefits but also empowered Filipinos to demand better from their institutions. As his campaign continues, Lee’s vision of a healthier Philippines remains within reach. #ManoyWilbertWiseLee #GamotMoSagotKo #HealthcareReforms #PhilHealthUpdates #BetterHealthcareForAll Healthcare Policy Previous Post Latest Posts 06 Jan 2025 PhilHealth Reforms: How Manoy Wilbert “Wise” Lee Redefined Healthcare in 2024 02 Jan 2025 Manoy Wilbert “Wise” Lee: Marking 2024 with Milestones in Advocacy and Service 01 Jan 2025 Healthcare Advocacy in Action: "Gamot Mo, Sagot Ko" Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News

Lee Slams Budget Cuts for PhilHealth, Urges Support for Vulnerable Filipinos

Lee Slams Budget Cuts for PhilHealth, Urges Support for Vulnerable Filipinos Manoy Wilbert “Wise” Lee has expressed strong opposition against the removal of government subsidies for PhilHealth in the 2025 national budget, warning that the decision will worsen the healthcare burden on Filipinos, especially those from marginalized sectors. Lee, a staunch advocate for universal healthcare, described the move as “an injustice to the Filipino people.” “Millions of indigents, senior citizens, and PWDs rely on this subsidy to access life-saving healthcare services. Removing it will strip them of these essential benefits,” Lee said. He criticized DOH Secretary Ted Herbosa for failing to uphold the commitments made during the budget deliberations to lower out-of-pocket medical expenses for Filipinos. Lee has consistently championed healthcare reforms, successfully pushing for a 30% increase in PhilHealth benefits earlier this year. He also exposed in 2023 that PhilHealth had ₱466 billion in investible funds and a ₱68.4 billion net income, which he argued should be used to expand health benefits and reduce premium contributions. The solon reiterated his call for systemic changes to ensure that health funds are used effectively, emphasizing that healthcare is a right, not a privilege. “The Filipino people deserve a reliable and compassionate healthcare system,” he stated. #HealthIsARight #ProtectPhilHealth #WiseAdvocacy Healthcare Ethics and Legal Issues Previous Post Latest Posts 17 Dec 2024 Lee Blasts DOH for Wasted Medicines, Calls for Secretary’s Resignation 16 Dec 2024 Lee Demands Investigation into ₱11-B Expired Medicines and Vaccines 12 Dec 2024 Lee Questions Zero Gov't Subsidy For PhilHealth In 2025 Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News

Lee Questions Removal of Government Subsidy for PhilHealth in 2025 Budget

Lee Questions Removal of Government Subsidy for PhilHealth in 2025 Budget Cong. Manoy Wilbert “Wise” Lee has raised serious concerns over the decision to exclude government subsidies for the Philippine Health Insurance Corporation (PhilHealth) in the 2025 General Appropriations Bill, recently approved by the Bicameral Conference Committee. He warned that the move would disproportionately impact vulnerable sectors, including indigents, senior citizens, unemployed persons with disabilities (PWDs), and other financially incapacitated individuals. “Removing this subsidy goes against the very essence of the Universal Health Care (UHC) Law. It will leave millions of Filipinos, especially the poor, without access to essential health benefits,” Lee said. He criticized the decision as a result of inefficiencies and mismanagement by the agencies tasked to administer health funds. The Bicolano lawmaker has long opposed similar moves, including the transfer of PhilHealth’s ₱89.9 billion excess funds to the National Treasury, arguing that health resources should not be diverted for other purposes. “Health funds must be used exclusively to improve the health and well-being of Filipinos, not for projects unrelated to public health,” Lee emphasized. Lee also renewed his call for accountability from the Department of Health (DOH) and PhilHealth, highlighting the need for leadership that prioritizes public welfare. “Our fight remains the same: to expand and enhance health benefits until medicine and healthcare become free for all,” he concluded. #UniversalHealthCare #SupportPhilHealth #WiseLeadership Healthcare Ethics and Legal Issues Previous Post Latest Posts 17 Dec 2024 Lee Blasts DOH for Wasted Medicines, Calls for Secretary’s Resignation 16 Dec 2024 Lee Demands Investigation into ₱11-B Expired Medicines and Vaccines 12 Dec 2024 Lee Questions Zero Gov't Subsidy For PhilHealth In 2025 Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News

Zero Gov’t Subsidy For PhilHealth Injustice To Filipinos, Fast-Track Health Benefit Increases – Lee

Zero Gov’t Subsidy For PhilHealth Injustice To Filipinos, Fast-Track Health Benefit Increases – Lee “Kung may malinaw na plano at nagagamit agad ang pondo para sa dagdag-benepisyo, hindi sana zero ang subsidy.” This was the statement of Manoy Wilbert “Wise” Lee as he slammed the Department of Health (DOH) over the recent removal of government subsidy for Philippine Health Insurance (PhilHealth) in the 2025 National Budget. A little more patience? Anong kapalit, more patients dying? Kung lagi na lang magtitiis sa napakabagal na dagdag na benepisyo, baka lagi nang ma-zero ang subsidy ng PhilHealth,” the solon from Bicol added. Citing the commitments he sealed with DOH and PhilHealth during the House Budget Deliberations last September 25, Lee underscored the urgent need to use the available funds of PhilHealth to provide quality health services for Filipinos, especially the vulnerable sectors. Through Lee’s secured commitments, PhilHealth Board recently approved the following: – Free eye checkup and free eyeglasses, including free operation for cataract– Expanded PhilHealth coverage for heart procedures– Expanded emergency care benefit package– 50% increase in PhilHealth benefits on some case rates A staunch health advocate, the Bicolano lawmaker is also instrumental in the 30% increase of PhilHealth benefits implemented last February 2024. PhilHealth’s benefit package for hemodialysis was also expanded from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as the breast cancer treatment coverage which increased from P100,000 to P1.4 million. Without a clear and actionable plan and clear coordination between the DOH and PhilHealth, we are simply perpetuating a broken system that will prolong the suffering of our countrymen.” “Ang layunin natin: ang gamot at pagpapagamot, dapat libre na, sagot na ng gobyerno. Wag tayong gumawa ng mga polisiya na paurong, kundi palapit sa katuparan ng mga nararapat na serbisyo para sa mga Pilipino,” he concluded.  Healthcare Ethics and Legal Issues Previous Post Latest Posts 17 Dec 2024 Zero Gov't Subsidy For PhilHealth Injustice To Filipinos, Fast-Track Health Benefit Increases – Lee 17 Dec 2024 Lee Blasts DOH for Wasted Medicines, Calls for Secretary’s Resignation 16 Dec 2024 Lee Demands Investigation into ₱11-B Expired Medicines and Vaccines Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News
