Lee To DOH, PhilHealth: Cover Unpaid Hospital Bills Of Indigent Patients, Streamline Requirements For Claims

Lee To DOH, PhilHealth: Cover Unpaid Hospital Bills Of Indigent Patients, Streamline Requirements For Claims Manoy Wilbert “Wise” Lee called on the Department of Health (DOH) and Philippine Health Insurance Corporation (PhilHealth) to pay for the unpaid bills of indigent and financially incapacitated patients in private and public hospitals which often result in delayed treatment and denial of care. In filing House Resolution No. 2104, Lee stressed the importance of the effective implementation of Republic Act No. 11223 or the “Universal Health Care Act” which mandates the said agencies to enforce comprehensive health services for all Filipinos. “The UHC Act, signed into law in 2019, guarantees that all Filipinos will have access to comprehensive health services, including outpatient services and specialty care. Several years have passed since this was enacted but Filipinos, especially the indigents, remain burdened with lack of hospital care,” Lee lamented. The Bicolano lawmaker underscored that DOH and PhilHealth need to address the tedious administrative and documentation requirement for claims which remains to be a major obstacle for hospitals and patients, especially for indigent individuals who may not have the necessary means, knowledge, or support to navigate complex processes promptly. “Simplify, streamline, and liberalize the requirements for hospitals and patients. Pagaanin natin ang pasanin ng mga pasyente at kanilang pamilya na nag-aalala na nga sa sakit ay problemado pa sa gastusin sa gamot at pagpapagamot,” Lee said. “Tulungan natin sila, imbes na pahirapan!” he added. A staunch health advocate, Lee is the driving force to increase PhilHealth benefits by 30% which was implemented last February 14. PhilHealth’s benefit package for hemodialysis was also expanded from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as for the breast cancer treatment coverage which increased from P100,000 to P1.4 million. Currently, Lee persistently pushes for other commitments he sealed from DOH and PhilHealth in expanding health services such as free eye checkup, free eyeglasses and another 50% increase in PhilHealth benefits, free diagnostic tests such as Positron Emission Tomography (PET) scan, Computed Tomography (CT) scan and Magnetic Resonance Imaging (MRI) as part of outpatient services and at least 80% coverage for cancer treatments and heart procedures. Ang ipinaglalaban natin: Gamot Mo, Sagot Ko!” he added.  Healthcare Policy Previous Post Latest Posts 03 Dec 2024 Lee To DOH, PhilHealth: Cover Unpaid Hospital Bills Of Indigent Patients, Streamline Requirements For Claims 01 Dec 2024 Lee Demands Accountability from DOH Over Healthcare Failures 30 Nov 2024 Lee Slams DOH Chief for Failing to Deliver Healthcare Commitments Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News

Lee Slams DOH Chief for Failing to Deliver Healthcare Commitments

Lee Slams DOH Chief for Failing to Deliver Healthcare Commitments Manoy Wilbert “Wise” Lee has reiterated his call for the resignation of DOH Secretary Ted Herbosa over his failure to fulfill healthcare promises. These commitments, signed by Herbosa and PhilHealth CEO Emmanuel Ledesma Jr., were meant to improve the country’s healthcare system but have faced significant delays. The unfulfilled promises include free diagnostic tests like PET, CT, and MRI scans, 80% coverage for cancer treatments and increase of PhilHealth benefits by 50%. Herbosa also failed to submit a plan to reduce medical costs, which was due last month, and implement the 50% increase in PhilHealth benefits. Lee expressed frustration with Herbosa’s lack of professionalism, stating, “If the DOH cannot even respond to Congress, how can they effectively lead the country’s healthcare system?” The solon warned, highlighting that millions of Filipinos are being let down by these delays, which worsen their health and financial struggles. As a staunch advocate for Universal Health Care in the country, Lee emphasized the need for leadership that delivers results. “If Secretary Herbosa cannot fulfill his duties, it’s time to find someone who can,” he said. #HealthcareAccountability #UniversalHealthCare #WiseMoves Healthcare Ethics and Legal Issues Previous Post Latest Posts 28 Nov 2024 Lee Champions Medicine Bank to Address Public Hospital Shortages 27 Nov 2024 DOH Chief Must Resign Due To Undelivered Commitments – Lee 26 Nov 2024 National Medicine Bank: Lee’s Vision for Better Healthcare Access Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News STRICTER IMPLEMENTATION OF LAWS NEEDED TO BOOST ACCESS TO CHEAPER MEDICINES – LEE

Lee’s Free Vaccination Bill for Seniors Aligns with Universal Health Care Goals

Lee’s Free Vaccination Bill for Seniors Aligns with Universal Health Care Goals Cong. Manoy Wilbert “Wise” Lee continues his health advocacy by filing a measure to provide free vaccines for all senior citizens, a step he believes will strengthen the Universal Health Care (UHC) Act’s promise of accessible healthcare for all. House Bill No. 11055 proposes to amend the Expanded Senior Citizens Act to expand free immunization coverage to all seniors. “Vaccines are crucial in preventing severe illnesses among older adults, whose immune systems weaken with age,” Lee said. The measure includes vaccines for influenza, pneumococcal disease, pertussis, tetanus, diphtheria, and other diseases identified by the DOH. This initiative complements Lee’s ongoing efforts to monitor the commitments of the DOH and PhilHealth, including free diagnostic scans, 80% cancer treatment coverage, and the 50% increase in PhilHealth benefits set for implementation this November. “Public funds must be used for public health, especially for vulnerable sectors like our senior citizens,” Lee asserted. Lee’s advocacy has already achieved significant milestones, such as the 30% increase in PhilHealth benefits earlier this year. He remains firm in his commitment: “Health should not be a privilege; it is a right. I will continue to fight for healthcare services that every Filipino, especially our elderly, truly deserves.” ##HealthForSeniors #VaccinesSaveLives #WiseAdvocacy Healthcare Policy Previous Post Latest Posts 23 Nov 2024 Lee’s Free Vaccination Bill for Seniors Aligns with Universal Health Care Goals 22 Nov 2024 “Gamot Mo, Sagot Ko!”: Lee Pushes Free Vaccines for Senior Citizens 21 Nov 2024 Lee Pushes for Free Vaccines for All Senior Citizens Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News

“Gamot Mo, Sagot Ko!”: Lee Pushes Free Vaccines for Senior Citizens

“Gamot Mo, Sagot Ko!”: Lee Pushes Free Vaccines for Senior Citizens Cong. Manoy Wilbert “Wise” Lee has once again prioritized the welfare of senior citizens by proposing free vaccinations through House Bill No. 11055. The bill seeks to address the growing health risks faced by older Filipinos by ensuring they have access to immunizations without financial constraints. “Many of our senior citizens avoid seeking medical help due to high costs, leaving them vulnerable to preventable illnesses. This should not be the case,” Lee said. The proposed measure aims to include all seniors, regardless of income, in immunization programs and expand the list of free vaccines beyond influenza and pneumococcal diseases. For Lee, this initiative is not just about healthcare—it’s about dignity. “Our elderly deserve to live their remaining years in good health without worrying about where to get money for vaccines or hospital bills,” he emphasized. Lee also linked the measure to the broader goals of the Universal Health Care Act, reiterating his vision of a Philippines where medicines and medical services are accessible to all. “This is the promise of universal healthcare: Gamot Mo, Sagot Ko!” #SeniorHealthCare #UniversalHealthCare #WiseMoves Healthcare Policy Previous Post Latest Posts 22 Nov 2024 “Gamot Mo, Sagot Ko!”: Lee Pushes Free Vaccines for Senior Citizens 21 Nov 2024 Lee Pushes for Free Vaccines for All Senior Citizens 21 Nov 2024 Lee Bats For Creation Of Ph Medicine Bank For Vulnerable Sectors Categories Healthcare Policy Public Health Initiatives Healthcare Ethics and Legal Issues Healthcare Access and Equity Spread the News

Cong. Manoy Wilbert Lee Secures Free Prescription Glasses in PhilHealth Package, Ensuring Eye Care for All

Cong. Manoy Wilbert Lee Secures Free Prescription Glasses in PhilHealth Package, Ensuring Eye Care for All After tirelessly advocating for free eye care, Cong. Manoy Wilbert “Wise” Lee applauded PhilHealth’s announcement that millions of Filipinos will soon have access to free prescription glasses and optometric services starting in November. This initiative, achieved through Lee’s efforts in collaboration with DOH Secretary Ted Herbosa and PhilHealth CEO Emmanuel Ledesma Jr., ensures that eye care reaches even the most financially vulnerable communities. This new service supports Lee’s goal of achieving affordable healthcare for all under the Universal Health Care Law. Lee, who is leading relief operations in Bicol for communities affected by Tropical Storm Kristine, highlighted the critical role that clear vision plays in enhancing productivity and quality of life. For many Filipinos, the high cost of eye check-ups and prescription glasses has been a burden. “Malaking tulong ito lalo na sa mahihirap nating kababayan na tinitiis na lang ang malabong paningin,” he said, stressing the benefits this initiative brings to families in need. Lee’s broader healthcare commitments include free diagnostic tests, expanded cancer treatment coverage, and a 50% increase in PhilHealth benefits—all set for implementation by year-end. “Laban natin itong lahat!” Lee declared, pledging to monitor DOH and PhilHealth to ensure these health services are delivered promptly. His advocacy continues to bridge healthcare gaps for millions across the nation, underscoring his dedication to a healthier Philippines. #FreeEyeCare #HealthcareForFilipinos #WilbertLeeHealthAdvocacy #AGRIForChange Healthcare Policy Previous PostNext Post Latest Posts 08 Nov 2024 Supreme Court Welcomes SC Decision to Stop PhilHealth Fund Transfer 07 Nov 2024 Cong. Lee Blasts DOH For Failure To Submit Comprehensive Plan To Lower Out-Of-Pocket Medical Costs

Lee Blasts DOH For Failure To Submit Comprehensive Plan To Lower Out-Of-Pocket Medical Costs Manoy Wilbert “Wise” Lee slammed the Department of Health (DOH) for being unable to provide a detailed and comprehensive plan to lower out-of-pocket expenses of Filipinos on healthcare which Secretary Ted Herbosa committed to submit by October 31, 2024 during the House deliberations of the 2025 National Budget. The said plan must include a comprehensive report on medicines and vaccines, ensuring availability of drugs and medicines in the DOH retained and specialty hospital starting fourth quarter of this year, and establishment of a monitoring system to ensure compliance and provide quarterly reports to the House Committee on Health and Committee on Appropriations. Further, Lee asked for a definite timeline in acquiring medical equipment for public hospitals. Lee wrote letters addressed to the Health Secretary reminding the agency of the said commitments, primarily the plan to reduce Filipino spending on hospitalization costs and health services. Nonetheless, as of writing, the said plan has not been submitted by DOH without any explanation on the delay. “Kailangan ng komprehensibong plano na pundasyon ng epektibong pagpapatupad ng hinihingi nating mga dagdag na mga benepisyo. Hindi pwedeng daanin na naman tayo sa pandidribble at tingi-tinging mga serbisyo,” he said. Lee further stated the other commitments nearing its deadline such as 50% across-the-board PhilHealth benefit increases and free pediatrics and adult prescription glasses that must be implemented this November. “Nakita na natin ang pag-usad sa dapat na implementasyon ng libreng check-up sa mata at pagpapagawa ng salamin ng PhilHealth. Naghihintay tayo para sa napagkasunduang 50% na dagdag na mga benepisyo na dapat na ring ipatupad ng DOH at PhilHealth ngayong buwan,” the solon from Bicol said. Apart from the mentioned commitments, it can be recalled that during the last House Plenary Debates on the DOH 2025 Budget on September 25, Lee secured other commitments such as free Positron Emission Tomography (PET) scan, Computed Tomography (CT) scan, Magnetic Resonance Imaging (MRI) and other diagnostic tests as part of outpatient services, and at least 80% coverage for cancer treatments such as chemotherapy and procedures for heart diseases not later than December 31, 2024. A staunch health advocate, the solon from Bicol successfully fought for the 30% increase in PhilHealth benefits which was implemented last February 14. These include increasing the PhilHealth benefit package for hemodialysis from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as the increase in breast cancer treatment coverage from P100,000 to P1.4M. Healthcare Policy Previous Post Latest Posts 07 Nov 2024 Lee Blasts DOH For Failure To Submit Comprehensive Plan To Lower Out-Of-Pocket Medical Costs 06 Nov 2024 Cong. Cong. Manoy Wilbert Lee’s Push for Free Optometric Services to Benefit 40M Filipinos

Cong. Manoy Wilbert Lee’s Push for Free Optometric Services to Benefit 40M Filipinos Cong. Manoy Wilbert “Wise” Lee celebrated a breakthrough in healthcare accessibility as PhilHealth prepares to roll out free prescription glasses and optometric services in November. This initiative fulfills Lee’s commitment to securing essential health benefits for Filipinos, especially those unable to afford eye care. IPAO President Dr. John Nakpil noted that Lee’s efforts, along with DOH and PhilHealth’s support, led to the formation of a technical working group to create implementation guidelines for these benefits. The Bicolano lawmaker underscored the profound impact of this change, which promises a brighter future for millions. “Magbibigay liwanag ito hindi lang sa paningin, kundi pati na sa pang-araw-araw na pamumuhay,” he remarked, recognizing that good vision contributes to productivity and quality of life. Lee has consistently advocated for greater healthcare accessibility, with optometric services forming a crucial part of his broader vision for Universal Health Care. Additional services included in Lee’s health advocacy package with DOH and PhilHealth are free diagnostic tests such as MRI, CT, and PET scans by December 2024, along with 80% coverage for cancer treatments. “Patuloy po nating bantayan ang pagtupad ng DOH at PhilHealth sa mga ipinangako nilang serbisyong pangkalusugan,” Lee stated, vowing to ensure these commitments are fulfilled for the betterment of all Filipinos. #VisionCarePH #WilbertLeeForHealth #HealthcareAccessibility #AGRIForThePeople Healthcare Access and Equity Previous PostNext Post Latest Posts 08 Nov 2024 Cong. Free Prescription Glasses, Optometric Services Lee Fought For To Benefit Millions Of Filipinos

Free Prescription Glasses, Optometric Services Lee Fought For To Benefit Millions Of Filipinos Cong. Manoy Wilbert “Wise” Lee who has been fighting for free optometric services and free eyeglasses since early this year, welcomed the inclusion of said services in PhilHealth benefit packages starting this November as announced by the state health insurer. Free optometric services and prescription glasses are among the health commitments secured by Lee and signed by Department of Health (DOH) Secretary Ted Herbosa and PhilHealth President and Chief Executive Officer Emmanuel Ledesma Jr. before the approval of the DOH budget last September 25, 2024 at the House of Representatives. “This is long overdue. Masaya po tayong nalalapit na ang katuparan nito kung saan mahigit 40 milyong Pilipino ang makikinabang, mula bata hanggang sa ating mga senior citizens,” said Lee who is now in Bicol leading the relief operations for fellow Bicolanos who were heavily affected by the onslaught of severe tropical storm Kristine. The lawmaker is also distributing relief goods in other parts of the country affected by the calamity. “Malaking tulong ito lalo na sa mahihirap nating kababayan na tinitiis na lang ang malabong paningin o lumalala ang problema sa mata hanggang mabulag dahil walang pera para magpacheck-up at magpagawa ng salamin,” he added. The said pronouncement from the PhilHealth complies with the deadline that Lee set in the commitment letter to cover pediatrics and adult prescription glasses not later than November 30, 2024. Integrated Philippine Association of Optometrists (IPAO) President Dr. John Nakpil said that the commitment of the DOH and PhilHealth spearheaded by Lee led to the creation of a technical working group (TWG) to develop the guidelines for the implementation of free prescription glasses and optometric services. It can be recalled that as early as March 5, 2024, Lee filed House Resolution (HR) No. 1623 urging PhilHealth to include optometric services in its benefit package. According to IPAO Chairman Dr. Charlie Ho, Lee’s HR 1623 “paved the way and advocated for Filipinos’ right to comprehensive optometric services and free prescription eyeglasses to improve productivity and reduce the financial burden of Filipinos.” A staunch health advocate, Lee described the move as a significant step towards achieving broader healthcare access as part of the Universal Health Care Law, particularly for Filipinos struggling with vision problems. “Malaking tulong ito sa productivity ng ating mga kababayan. Magbibigay liwanag ito hindi lang sa paningin, kundi pati na sa pang-araw-araw na pamumuhay at kinabukasan ng milyon-milyon nating kababayan,” he said. Other health services included in the commitments from DOH and PhilHealth, among others, are: Free diagnostic tests such as Positron Emission Tomography (PET) scan, Computed Tomography (CT) scan and Magnetic Resonance Imaging (MRI) as part of outpatient services not later than December 31, 2024; At least 80% coverage for cancer treatments such as chemotherapy and procedures for heart diseases not later than December 31, 2024; 50% across-the-board PhilHealth benefit increases effective November 2024; “Patuloy po nating bantayan ang pagtupad ng DOH at PhilHealth sa mga ipinangako nilang serbisyong pangkalusugan na kailangang-kailangan at matagal nang inaasam ng ating mga kababayan. Huwag natin itong tantanan. Laban natin itong lahat!” Lee stated. Healthcare Access and Equity Previous PostNext Post Latest Posts 08 Nov 2024 Cong.
